Procedure to install .Net Frameworks on windows 8 & above Operating systems directly, when machine don't have full access rights or streaming access on the internet.
Follow below steps to install .Net Frameworks & IIS on windows 8 and above Operating system.
1) First copy "SXS" Folder from Windows 8 Installation Media ( sources\sxs ) "OR"
2) Mount ISO Image in windows 8 ( Right Click on ISO Image and click to Mount )
Open Command Prompt & Type below command ( Command prompts should be Run as "Run As Administrator" )
C:\>dism.exe /online /enable-feature /featurename:NetFX3 /ALL /source:E:\sources\sxs
Note " If you get an error about "dism.exe", then kindly locate "dism" in C:\Windows\System32
